NuStar Pipeline - Wastewater Permit

We invite you to comment on the draft wastewater permit for the Moorhead terminal.

The Moorhead terminal stores and distributes, as well as transports, refined petroleum products. Petroleum is moved by pipeline from the Origin Refinery in Mandan, North Dakota to the Moorhead terminal, and also onto Sauk Centre and Roseville, Minnesota. Approximately 700,000 gallons of diesel, gasoline, and jet fuel are loaded per day. The terminal serves as a petroleum product supply source for service stations and commercial and industrial customers.

Permit conditions include petroleum contact water that is collected in a 2,000-gallon interceptor holding tank and run through an oil/water separator. The treated water crosses to coalescers and is stored in a 4,000-gallon tank. Treated water is eventually discharged into the nearby storm sewer and county ditches before finally being discharged into the Red River of the North, a distance of three to four miles.

Wastewater from industrial and commercial sources may contain pollutants at levels that could adversely affect the water quality in area wetlands, streams, rivers, and lakes. Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. All wastewater must be treated before it goes into surface water to protect human health and aquatic life. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits.
